What's so special about Iowa sand? In some areas of Northeast Iowa, it's
considered ideal to the process of hydraulic fracturing, or "fracking," and
the new demand could present challenges to water quantity, water quality,
recreation and tourism for communities nestled in some of the state's most
picturesque areas.

In a new report for the nonpartisan *Iowa Policy Project*, researchers *Aaron
Kline* and *David Osterberg* examine some of these issues presented by
so-called "frac sand" mining. As Osterberg notes, local officials in
both Allamakee
and Winneshiek counties have imposed moratoria on new frac sand mining
operations to give themselves time to study the issue. It is uncertain how
long they will be able to maintain that position, as there is concern about
the state deciding to prevent local authorities from acting.

Along with a look at the environmental issues brought to the surface with
the mining of frac sand, the researchers note several potential options for
local action, including:
--    *Hydrologic mapping*.
--    *Local well monitoring*.
--    *Sinkhole setbacks*.
--    *Trout stream setbacks*.
