Per the news story below, I sent an email question to  the Story County 
Board of Supervisors.  I learned that unless there is a  sudden extremely 
drastic change from previous county policy, it  is quite unlikely that Story 
County will contribute to the legal defense  fund of the Iowa Drainage District 
Association (IDDA) to help defend  Sac, Calhoun, and Buena Vista Counties 
against the Des Moines Water  Works nitrate-pollution lawsuit.  
 
Iowa Sierra Club members who live in other counties that have  organized 
drainage districts might want to make similar inquiries of their  county 
supervisors.  Story County has already received the legal  defense funding 
request (an invoice) from the IDDA.  I should note  that Story County, though we 
have drainage districts here, is not a member  of the IDDA.  
 
The counties that are members of the IDDA are listed on the IDDA  website 
(link below).  There are fewer than forty member counties, so  apparently 
some counties that are not members of the IDDA are also being  asked to 
contribute.  Polk County is listed as a member of the IDDA.
