The graphic on how much water each of the dams shows that Gavins Point is tiny compared to the others. It drives home the idea that it is not for flood prevention and only to ensure flows for the barges in the summer.
Fort Peck is the first dam when starting at the headwaters of the Missouri and Gavins Points is at the end. There are several dams in between. Just like the Mississippi these two rivers have upper management issues and lower management issues.
