Such regulations will set an important precedent for other States to follow. Two-stroke motors dump an outrageous 10-30% of their fuel unburned into the water, posing a serious threat to aquatic ecosystems, fish populations and municipal water supplies. Two-stroke motors were banned in automobiles twenty-six years ago, and it is time for them to be regulated in marine craft. The proposed high standards - particularly those for PWC starting in 2001 - will reduce California's air and water pollution dramatically. The multi-tiered Environmental Labeling program will provide consumers with high-quality information about motor emissions. Phasing-in stringent emissions standards in 2004 and 2008 will push manufacturers to produce more four-stroke motors and to develop other, cleaner technologies to reduce the pollution of our environment. Please protect California's waterways, and provide other States with the means to substantially cut down on air and water pollution.
