Here are the bills I am tracking for the Iowa Chapter so far introduced
this session with actions occurring accumulated in the narrative. Note
that I include the Bill #, Bill Title, some notes of milestones.
Appropriations bills are not introduced as yet; they are always after
the subcommittees complete hearing times. Bills moving onto the House
or Senate Calendars for debate appear first in the lists.
DOVE HUNTING
SF 37, Dove Hunting, may be completed in the House today or tomorrow.
Opponents, including Sierra Club, believe that the votes are in place
now to defeat it if it comes to final vote. Leadership may well just
send it back to committee to die quietly.
APPROPRIATIONS
The Appropriations subcommittees continue their hearing work on
oversight of issues of their concern. I said in the last issue, "The
appropriation subcommittees will receive their spending targets from
leadership this week. That is the spending level they are 'allocated'
by the House and Senate leadership." They delayed releasing their
targets last week, as there was still not agreement between the House
and Senate leadership on them.
The following is quoted from the IDPH Legislative Update, Volume 5,
Number 7 dated February 21, 1999.
"Republican budget targets are expected to be released as soon as
Monday afternoon. As you may recall, House and Senate GOP leaders have
been developing a budget framework that positions them to fund an
estimated 4.25% increase in the state budget and general fund programs
while sustaining their previously announced tax cut package. However,
this will require that the Republican leaders make significant
reductions in the Governor's budget proposal.
Let me know how I can make this missal, which will now be weekly, a
more useful and informative document. I will be adding other narrative
information as issues develop and as I gather it.
