"COLLABORATIVE/RESTORATION" TIMBER SALE STOPPED BY NFPA/FCC APPEAL
Native American issues and cumulative effects cited by Regional Forester
in Fort Valley (AZ) appeal decision.
ALBUQUERQUE- Forest Conservation Council and the National Forest
Protection Alliance, joined by Forest Guardians, Flagstaff Activist
Network, John Muir Project, the Lands Council, and Native Forest Council,
won a significant administrative appeal, on August 3rd, of the 1,700 acre
Fort Valley "restoration" logging project near Flagstaff, a project
jointly planned by the U.S. Forest Service and the Grand Canyon Forests
Partnership.
The Forest Service concluded that effects to cultural resources had not
been documented and that actions that may be reasonably foreseeable had
not been addressed in the cumulative effects analysis. The appeal victory
is one of the first by NFPA and sends a strong message to both the
"collaboration" and "restoration" logging camps. The Forest Service had
argued in its Record of Decision that all the interested "stakeholders"
had been involved, but the fact of the matter is there was significant
dissent as evidenced by this appeal. The appeal puts the brakes on the
restoration logging effort that has been embraced by several regional
organizations.
Other appeal points included population viability, water quality, adverse
economic effects, failure to utilize expertise, and uncertain outcomes
especially related to fire risk reduction and habitat improvements.
According to the Ft. Valley appeal, the project, which purports to reduce
fire risk through logging, would have little effect on fire risk but
would have cost taxpayers over $500,000 while jeopardizing sensitive
wildlife, destroying recreation sites, threatening cultural resources,
and exacerbating flash flooding. The Ft. Valley project is the first of
10 similar projects planned by the Forest Service and the Partnership in
a 180,000 acre area known as the Flagstaff Urban-Wildlands Interface.
