The Sierra Club Board of Directors has passed the following resolutions on
the "I-90" Washington State land exchange, unanimously.
The official text of the motions will appear in the minutes of the 25-26
September 1999 Board meeting. The following versions are unofficial.

Randle (WA) and Watch Mountain Resolution
The Sierra Club expresses its support for the community of Randle in its
struggle to keep Watch Mountain in public ownership. The Sierra Club
believes that Watch Mountain should remain unlogged for the health and
safety of the community, for its value as the watershed for the community,
for its recreational value, and for its intrinsic biological and ecological
value and importance.
Sierra Club Resolution on Washington State (I-90) Land Exchange
The Board commends the Cascade Chapter's long and tireless campaign to
preserve and restore the forest ecosystems of the Cascade Mountains in
Washington State, through many avenues including wilderness legislation,
administrative protection, state and federal regulations and land
acquisitions.
The Cascade Chapter has worked to ensure that the I-90 Land Exchange meets
those same goals. However, based on recent new information and hearing
concerns of local citizens, the Sierra Club has determined that we cannot
support a land exchange that would transfer to private ownership, available
for logging, the following national forest lands offered for trade by the
Forest Service:
- Marbled Murrelet tracts in the Green River Valley in Mt. Baker-Snoqualmie
National Forest,
- Watch Mountain and Fossil Creek old growth areas in Gifford Pinchot
National Forest; and
The Sierra Club also cannot support a land exchange that would leave in
private ownership, available for logging, the Plum Creek lands slated to be
transferred into public ownership under current law. The Sierra Club
remains committed to the public acquisition of all of the private lands
included in the existing exchange to ensure protection of the roadless
areas, late-successional forest, salmon spawning rivers and critical
ecological connectivity values.
Therefore, Sierra Club support for an "I-90 Land Exchange" is contingent on
providing for long-term protection in public ownership of the lands listed
above.
The Cascade Chapter shall work to achieve a land exchange as outlined above,
and present it to the Conservation Governance Committee.
Final authority for support of the I-90 land exchange and acquisition rests
with the Conservation Governance Committee.
